Safeworking training

The PTA’s Learning and Organisational Development team have designed a comprehensive training program that will get you up to speed with the PTA Safeworking Rules and Procedures relating to your required track access accreditation level.

Participants who successfully meet the assessment requirements will receive a Certificate of Completion. This is evidence that you have met the requirements of the training for the relevant track access accreditation level when applying for, or updating, your RIW card for use on the PTA network.

TLIF0008 Apply safety critical communications in the rail environment

Nationally Recognised Training

The Public Transport Authority (PTA) of WA is a Registered Training Organisation (RTO number: 50736) and issues nationally recognised qualifications and statements of attainment.

This course provides the skills and knowledge required to apply effective safety critical communications and is also considered best practice for general communications in the rail environment. It includes communicating, providing timely and accurate rail operational information and responding to unplanned situations or events appropriately.

Safety critical communication is any communication that, if not delivered or not delivered accurately or promptly, could result in death, serious injury or incur significant damage to property, infrastructure or the environment. The course is suitable for persons who use phone or radio communications with the PTA's Network Control Centre.

This course is intended for rail safety workers within the rail operational or infrastructure environment who are required to identify and respond to operational information as part of their job role.

This is a one day classroom-based training comprising of two assessment requirements to successfully complete this unit of competency:

  1. Theory assessment
  2. Practical assessment

On successful completion of the training and assessment you will be issued a Statement of Attainment for the unit of competency: TLIF0008 - Apply safety critical communications in the rail environment.

Entry Requirements are any of the following:

  • Current Protection Officer (PO) or Individual (IA) accreditation
  • Currently registered to attend a PO or IA course (please note from 1 July 2023, the TLIF0008 is incorporated into the Protection Officer Level 1 course) 
  • Safety Critical Communications (ie. phone or radio communications with PTA's Network Control Centre) is essential for your role at the PTA.

If you are unsure whether you need to undertake this course for your role you should:

  • PTA employees need to check with their manager; and
  • Contractors need to check with their PTA contract manager

No expiry

Identification Requirements

Photo identification (eg. drivers licence, RIW card) is required, our staff must sight the original upon recording your attendance.

Supervised Worker (SW)

This level of Track Access accreditation shows the worker has the understanding of the hazards in the Rail Corridor and provides them with the knowledge of the mitigation of those hazards. Workers at this level of Track Access must always be under the direct protection of a Protection Officer and are not permitted to enter the Rail Corridor without a Protection Officer being present.

This level of accreditation is suitable for those workers with limited or no experience in the rail environment.

One day of classroom-based training comprising of theory and practical assessment.

Validity

5 years

Identification Requirements

  • Photo identification (eg. Drivers Licence) is required. Our staff must sight the original upon recording your attendance.

Supervised Worker Reaccreditations (SW)

This level of Track Access accreditation shows the worker has the understanding of the hazards in the rail corridor and provides them with the knowledge to mitigate those hazards. Workers at this level of Track Access must always be under the direct protection of a Protection Officer and are not permitted to enter the Rail Corridor without a Protection Officer being present.

The Supervised Worker reaccreditation is suitable for current SW holders to renew their track access accreditation prior to their expiry date.

A classroom-based theory assessment.

Entry Requirements 

  • Current Supervised Worker (SW) track access accreditation

It is essential that you have a valid Supervised Worker job role to attend this training.  If you do not meet the entry requirements when checked, you will not be permitted to complete the course and will still be charged.

Validity

5 years

Identification Requirements

  • Photo identification (eg. Drivers Licence) is required, our staff must sight the original upon recording your attendance.

Individual Access (IA)

This level of Track Access permits Workers to work in the Rail Corridor. It does not permit them to remain within the Danger Zone without being protected by a Protection Officer (PO1/PO2/PO3). This level of Track Access is for Workers who have been given approval by the General Manager of Network & Infrastructure at the PTA.

One day classroom-based training comprising of theory and practical assessment.

Entry Requirements

  • Current Supervised Worker (SW) rail accreditation role)
  • TLIF0008 Apply safety critical communication in the rail environment certificate issued by the PTA
  • Current Category 3 Medical
  • Approval from the PTA Network & Infrastructure
  • General Manager is required prior to attending the Individual Access training.

It is essential that you have a valid Supervised Worker job role, TLIF0008 competency and appropriate PPE to attend this training. If you RIW card does not have a valid SW or TLIF0008 when checked, you will not be permitted to complete the course and will still be charged.

Validity

3 years

If the training competency is not used within six months of training, the competency will be suspended.

Identification Requirements

Photo identification (RIW card) is required, our staff must sight the original upon recording your attendance.

 

Protection Officer Level 1 (4 day) Theory Course - Part 1      

This level of Track Access accreditation has the competence to provide protection to a worksite by using Lookout Working.

The PO1 course also incorporates the TLIF0008 Apply Safety Critical Communication in the rail environment that provides the skills and knowledge required to apply effective safety critical communications and is also considered best practice for general communications in the rail environment.

The PO1 course consists of two separate sessions:

  • An initial four (4) days of classroom based and on-track training and theory assessment; and
  • a separate half day (1/2) practical assessment that needs to be undertaken within three (3) months of successful completion of the theory assessment. The half (1/2) day PO1 practical assessment needs to be booked separately on successful completion of the PO1 theory course.

Cost

$1170 per person for the 4 day theory course (price exclusive of GST)

An invoice will be sent on the first business day of the month following training.

From 1 July 2023 the Protection Officer Level 1 (PO1) course will be delivered as a 4 day theory course with a separate half day practical component. The PO1 course costing for 2023-2024 does not reflect the changes to the increased duration of the restructured course. For 2023-2024, one course costing will apply to cover both the theory and practical components.

A review of the course costing of the restructured PO1 course will be undertaken during 2023-2024 and the course costing reflecting the restructured course will be applicable to the separate course components in 2024-2025.

Protection Officer Level 1 - Practical Assessment - Part 2

PO1 Practical Assessment

The PO1 level of accreditation shows the rail safety worker has the understanding of hazards in the rail corridor and the competence to provide Lookout Working for a work group.

This comprises a half (1/2) day of practical assessment that needs to be undertaken within three (3) months of successful completion of the PO1 Theory course.

 Entry Requirements

  • Current Supervised Worker (SW) track access accreditation
  • Successful completion of the four (4) day PO1 theory course within the last three (3) months
  • Current Category 1 Medical

As there is on track assessment as part of this course it is essential that you have a minimum of valid Supervised Worker job role, and appropriate PPE to attend this training. If you RIW card does not have a valid SW when checked, you will not be permitted to complete the course and will still be charged.

Cost

From 1 July 2023 the Protection Officer Level 1 (PO1) course will be delivered as a 4 day theory course with a separate half day practical component. The PO1 course costing for 2023-2024 does not reflect the changes to the increased duration of the restructured course. For 2023-2024, one course costing will apply to cover both the theory and practical components.

Note: For 2023-2024, a separate cost will not be applicable to this half day practical component for the learner’s FIRST ATTEMPT. Should a learner be required to undertake a second attempt at the PO1 practical assessment, then a cost of $385 per person (price exclusive of GST) will be applicable to the SECOND ATTEMPT.

A review of the course costing of the restructured PO1 course will be undertaken during 2023-2024 and the course costing reflecting the restructured course will be applicable to the separate course components in 2024-2025.

Validity

PO1 competency has a 3 year validity period. If not used within every six months, the competency will be suspended.

Protection Officer Reassessment (PO1R)

The Protection Officer Level 1 (PO1) Reassessment is for current PO1 holders to renew their track access accreditation prior to the expiry date. The PO1 level of accreditation shows the rail safety worker has the understanding of hazards in the rail corridor and the competence to provide Lookout Working for a work group.

One day of training which consists of both classroom based assessment and on-track assessment.

PLEASE NOTE: Participants who do not successfully complete the course THEORY or PRACTICAL assessment will have their Protection Officer Level 1 (PO1) competency suspended. Participants will be required to successfully complete a PO1 full training course, to regain this competency. Refer to the Reassessment Process and Study Guide for further details.

Entry Requirements

  • Current Protection Officer Level 1 (PO1) track access accreditation
  • Current Supervised Worker (SW) track access accreditation
  • TLIF0008 Apply safety critical communication in the rail environment certificate issued by the PTA
  • Current Category 1 Medical
  • Complete the course pre-reading and study as described in the Reassessment Process and Study Guide.

** Please allow yourself sufficient time to undertake the course prereading and study ** As there is on track assessment as part of this course it is essential that you have a valid Protection Officer Level 1 job role and appropriate PPE to attend this training. If you RIW card does not have a valid PO1 when checked, you will not be permitted to complete the course and will still be charged. If you do not meet the entry requirements, you will not be permitted to attend this training and you will still be charged. Protection Officer Level 2 (PO2)

This level of TAP shows the worker has the competence to provide protection to a worksite by using Absolute Signal Blocking (ASB):

  • Conduct on track works using Absolute Signal Blocking (ASB) protection method
  • Carry out works within a Track Occupancy Authority under direction of a PO3
  • Carry out works within a Local Possession Authority under direction of a PO3 or PPO
  • Conduct and document a pre-work safety assessment • Conduct pre-work safety briefing with all members of the work group
  • Ensure understanding of all safeworking requirements from all members of the work group
  • Work collaboratively with other protection officers and or Network Control where applicable
  • Report all incidents, accidents and near misses at the earliest convenience • 4 days of training, including both classroom and in field, and an on-track practical assessment

Entry Requirements

  • Current Supervised Worker (SW) track access accreditation
  • TLIF0008 Apply safety critical communication in the rail environment certificate issued by the PTA
  • Current Category 1 Medical

As there is on track assessment as part of this course it is essential that you have a minimum of valid Supervised Worker job role, TLIF0008 competency and appropriate PPE to attend this training.

If you RIW card does not have a valid SW or TLIF0008 when checked, you will not be permitted to complete the course and will still be charged.

Protection Officer Level 3 (PO3)

This level of TAP shows the worker has the competence to provide protection to a worksite by using a Track Occupancy Authority (TOA) including but not limited to:

  • Conduct on track works using track protection method Track Occupancy Authority (TOA)
  • Carry out works within an area protected by an (LPA) with authority from a PPO under a Work Permit (WP)
  • Manage workgroups within a TOA’s & LPA’s by issuance of a Worksite Access Form (WAF)
  • Manage rail traffic movements associated with a TOA
  • Conduct and document a pre-work safety assessment
  • Conduct pre-work safety briefing with all members of the work group

Two days of training, including both classroom and practical assessment.

Entry Requirements

  • Current Supervised Worker (SW) role accreditation
  • Current Protection Officer Level 2 (PO2) track access accreditation
  • TLIF0008 Apply safety critical communication in the rail environment certificate issued by the PTA
  • Current Category 1 Medical

As there is on track assessment as part of this course it is essential that you have a minimum of valid Protection Officer Level 2 job role and appropriate PPE to attend this training. If you RIW card does not have a valid PO2 when checked, you will not be permitted to complete the course and will still be charged.

Validity

3 years

If the training competency is not used within six months of training, the competency will be suspended.

Identification Requirements

Photo identification (RIW card) is required, our staff must sight the original upon recording your attendance.

Possession Protection Officer (PPO)

This level of Track Access accreditation has the competence to provide protection to a worksite by using a Local Possession Authority (LPA). This level of track access accreditation can establish fixed Worksites within a LPA through issuance of Worksite Permits to a Protection Officer. 

One day of training which consists of classroom based assessment.

Entry Requirements

  • Current Supervised Worker (SW) track access accreditation
  • Current Protection Officer (PO2) track access accreditation
  • Current Protection Officer (PO3) track access accreditation
  • TLIF0008 Apply safety critical communication in the rail environment certificate issued by the PTA
  • Current Category 1 Medical

It is essential that you have a minimum valid Protection Officer Level 3 job role and appropriate PPE to attend this training. If you RIW card does not have a valid PO3 when checked, you will not be permitted to complete the course and will still be charged.

Validity

3 years

If the training competency is not used within six months of training, the competency will be suspended.

Identification Requirements

Photo identification (RIW card) is required, our staff must sight the original upon recording your attendance.

Track Vehicles Operator Training (RRV)

This level of Track Access accreditation has the competence to operate Road Rail Vehicles (RRV's) on the PTA Network. This accreditation allows track travel and working across the Network inclusive of within a Work on Track Authority (WOTA). On successful completion of this course, participants will be issued with Road Rail Vehicle (RRV) competency.

This RRV competency is also required as a prerequisite to achieve a Track Machine competency.

Two days of classroom-based training comprising of theory assessment.

Entry Requirements

  • Current Supervised Worker (SW) track access accreditation
  • Current Protection Officer level 2 (PO2) track access accreditation
  • TLIF0008 Apply safety critical communication in the rail environment certificate issued by the PTA
  • Current Category 1 Medical

It is essential that you have a minimum of valid Protection Officer Level 2 job role and appropriate PPE to attend this training. If you RIW card does not have a valid PO2 when checked, you will not be permitted to complete the course and will still be charged.

Validity

3 years

If the training competency is not used within six months of training, the competency will be suspended.

Identification Requirements

Photo identification (RIW card) is required, our staff must sight the original upon recording your attendance.

Track Machine (TM)

This level of Track Access accreditation has the competence to operate a Track Maintenance Machine on the PTA Network. This accreditation allows track travel and working across the Network inclusive of within a Work on Track Authority (WOTA).

Following successful completion of the two day Track Vehicles (TV) training course.

One day of classroom-based theory assessment.

Entry Requirements

  • Current Supervised Worker (SW) track access accreditation
  • Current Protection Officer 2 (PO2) track access accreditation
  • Current Protection Officer 3 (PO3) track access accreditation
  • Current Road Rail Vehicle (RRV) track access accreditation (successful completion of Track Vehicles courses running from November 2021)
  • TLIF0008 Apply safety critical communication in the rail environment certificate issued by the PTA
  • Current Category 1 Medical

It is essential that you have a minimum of valid Protection Officer Level 3 and Road Rail Vehicle job roles and appropriate PPE to attend this training. If you RIW card does not have a valid PO3 and RRV when checked, you will not be permitted to complete the course and will still be charged.

Validity

3 years

If the training competency is not used within six months of training, the competency will be suspended.

Identification Requirements

Photo identification (RIW card) is required, our staff must sight the original upon recording your attendance.

Person Responsible For Electrical Safety (PRES)

The Person Responsible for Electrical Safety (PRES) has the competency of a Supervised Worker and ensures the work group complies with Rule 2017 Working Around Electrical Infrastructure for the activity being undertaken, and keeps workers safe in the electrified area.

One day classroom-based training comprising of theory and practical assessment.

Entry Requirements

  • Current Supervised Worker (SW) track access accreditation
  • Minimum three months between undertaking the SW and PRES training (ie. requires three months experience as an SW)
  • TLIF0008 Apply safety critical communication in the rail environment certificate issued by the PTA.

It is essential that you have a valid TLIF0008, Supervised Worker job role, minimum three months experience between undertaking the Supervised Worker and PRES training and appropriate PPE to attend this training. If you do not meet the entry requirements when checked, you will not be permitted to complete the course and will still be charged.

Validity

2 years

If the training competency is not used within six months of training, the competency will be suspended.

Identification Requirements

Photo identification (RIW card) is required, our staff must sight the original upon recording your attendance.

Rail Traffic Crew Urban (3rd Party Operators) (RTCU 3rd Party Operators)

This level of accreditation is suitable for Rail Traffic Crew of Third Party Rail Operators who are required to access and travel across the Public Transport Authority's rail network. The training will be delivered over a 4.5 hour period consisting of classroom-based assessment.

Entry Requirements

  • Current Arc Infrastructure Rail Traffic Crew Country (RTC-C) track access accreditation
  • TLIF0008 Apply safety critical communication in the rail environment certificate issued by the PTA.
  • Current Category 1 Medical

Validity

2 years

Photo identification (Arc Infrastructure Track Access Permit) is required, our staff must sight the original upon recording your attendance.

PTA dress standards 

Neat tidy attire with closed in footwear and suitable PPE for weather conditions (e.g. hat, sunscreen, rain jacket). Attendees wearing thongs or singlets will not be permitted into training.

Parking

Public Transport Centre: Limited 2 hour parking. We strongly encourage you to use Public Transport when attending training delivered at the Public Transport Centre.

Guildford Training Centre: Limited free onsite parking available. Parking also available in the Public Transport car park for $2. We strongly encourage you to use Public Transport, to enter Guildford Training Centre when using Public Transport please call 9326 3789 for access through the pedestrian gates.

 

Kwinana Training Centre: Free onsite parking available.

Language, literacy and numeracy 

All participants MUST have basic English language, literacy and numeracy skills. For further information or if you have any concerns regarding LLN and/or physical capabilities please contact the office at learninganddevelopment@pta.wa.gov.au or 9326 2861.
